do they make a smaller gear set for the rear end that will give me a little more torque in each gear?

What do you have in there now? Anything numerically higher will give you higher torque.

im not sure, its got whatever comes stock in a 2.3L 1989 ranger 2 wheel drive

could be anything from 3.08 to 4.10. the only way to know is to either read the tag on the rear diff or check your door sticker axle code and look it up in the tech library:
