Radio is backlit but doesn't turn on

While the engine was running earlier in the '97 I figured I'd take a look at what all needs to be done as far as electric, and noticed that the radio doesn't turn on, however it is backlit when i turn on the headlights. Would this typically indicate a problem with the radio itself?

I'm going to be pulling it out and replacing it, was just wondering if this could be an indication of faulty wiring somewhere in the harness.

Most modern radios require several power inputs. Often;

Main power - key on accessory power
Backlighting - comes on with dash lights
Memory power - on all the time to maintain memory presets.
