please help can i cut it ?

hello
i am changing my exhaust except the cats .here the midpipe attaches to the cat there are two bolts goign though with springs under them and then it looks like nuts on the other side buts its pretty hard to tell due to rust.so are these nut and bolts or is it a stud..because if it is nut and bolts i will just cut them and put new bolts in

They are nuts and bolts, not studs. Cut em out and put new nuts and bolts in.

You can buy new exhaust hardware kits, complete with nuts, bolts and springs at an auto parts store.
