PCV Valve

I have an '89 Bronco II with the 2.9 liter engine. The PCV valve has two ports where the hose attaches. Is the top port supposed to be plugged?
Garage says it failed smog test because of PCV valve. I notced the top port was open and sucking a lot of air. Of course they won't tell me what to do to fix it.
I do appreciate your expert advise!

Factory part only had one port. And yes, the top one should be plugged.

I'd either get an OEM one which are still cheap but not low-quality cheap, or a pack of vac caps.

Ah I had that problem... I got an idle overspeed error CEL and it turned out to be the PCV valve. I went to Ford to get a $12 part but this also had two valves versus my one. I just went to Advance Auto (who had a $4 valve ) and I got a rubber nipple for the top valve. It was a cheap fix.

I had been running my truck with the top port open for a couple of years now (because I didn't know better). Ran fine never any problems.
Now, with the top port plugged, the engine will idle real slow like maybe 550 rpm. It even died on me a couple of times when I stopped and put it in "park". Didn't die until I put it in "park". Maybe thats another issue.
I guess there is no idle adjustment on this engine. Off now to see if I can get the smog check done.

Usually the pcv valves have a plastic plug to put in the smaller port if it is not used. I usually pick them up from Canadian Tire. About the only thing worth buying there.

When was the last time you cleaned/replaced the IAC valve??? The ones Ford like to put on are notorious for getting all clogged up with crap over the years. I bet if you pull it you'll see what I mean. On my Ranger it's on the throttle body (duh) right where the intake tube meets the TB, as seen here:

If you pull that guy and buy a new one (I think it's like $50 or something) you're truck should idle perfectly fine.
