Patching floor pan

I have to patch the drivers side floor pan in a few spots but this harness is in my way. I was wondering if these plastic rivets holding it down are reusable, and what’s a good way to remove them if so? Thanks

Sometimes you can get the plastic rivets out and sometimes you can’t. Use a trim removal prying tool to try and pop them out.
