oops - tach and spedo don't work now

just replaced the cluster lights - 3 of the 6 were inop. now my spedo and tach do not work. what did i do or not do?

i guess my mistake was not disconnecting the battery before dissecting the dash. Fuse 11 looked good but did not pass a meter test.
