Okay guys, I'm officially stumped


Just to eliminate a ground issue, run a wire from one of the three ICM mounting screws directly to the ground terminal of the battery. If it starts, you got a ground issue to work on, if it does not start you have another issue (maybe a bad ICM).
 
Turns out my bracket worked! I believe now it has a fuel problem. After getting upset about the truck not running, I figured I'd give the ether starting fluid another try. Sure enough, after spraying it into the intake, it fired right up, ran perfect for a few seconds and then died. I believe the problems is a clogged fuel filter. I'm going to start there. $12.00 for a fuel filter is a heck of a lot cheaper than replacing the fuel pump for $82.00
 
Figured out what it was. The fuel pump fuse (not relay) was actually separated and wasn't visibly "defective." The truck is now running and driving great!
