12.6volts (engine off) would be a brand new battery in perfect condition. 12.4 is acceptable, especially in cold weather.

Engine running, system voltage could be around 14.5 for the first few minutes until battery is topped off from starting. Then it should drop below 14, preferably around 13.5 - 14 volts.
 
Comes down to no power from ignition switch to s terminal try new ignition switch same problem I believe it's a bad wire between the switch and the s terminal on the solenoid on the fender well
 
Can I run another wire from the s terminal to the ignition switch with a fuse in it
 
As long as you have power on the terminal of the switch, yes that would work. I'd disconnect the old wire on both ends just so it doesn't cause problems later.
 
When turning the ignition switch, do you have voltage at the clutch switch?
 
I did not check that I assume if I jumped the wire across that it would bypass it
