Move. Seriously.
I talked to a guy who lived in PA down near the city of Pittsburgh. He said that he had gone down to the courthouse in the city to renew his carry permit. While he was there another guy came in and filled out an application and complained that this was the second time he had to do an application because the other one had gone MIA. The lady behind the counter got snippy with him and when the guy left she turned to one of the other girls in the office and said (where everyone in there could hear) "I should throw this app away too, he wants to get mean to me, I'll show him." WTF!!
I also know someone who lives near Butler, PA. After talking with him, he said that it's crazy easy to get a carry permit here. He said he heard horror stories about getting a license in Pittsburgh too (in PA it goes by what county you live in as to where you get your permit), and he went up to the courthouse to get his license prepared for the worst. Said he filled out a couple forms, got his picture taken an they told him to stick around for a few. Less than a half hour later he was walking out the door with a "Thanks," and his new permit card in his wallet.
If you get irritating to them, they can give you grief too. IMHO, you're better off living in an area that is more than happy to hand you what you want.
