Maximum 'safe' RPM?

Yeah, the rev limiter will kick in long before you risk any damage to the engine. I've sat there and bounced mine off the limiter while stuck on several occasions. Granted, its not good for the engine, but it won't kill it either.

Normally I shift in the 4000 RPM range and if I'm trying to accelerate hard, I'll shift at 5500 or so.

What Rpm would a 94 2.3 be spinning at in 5th gear @ 70mph with 3.73 cogs out back? and 4th gear?

That depends on what tires you've got.

The stock rev limiter is at 6250 RPMs.

I've got a stock bottem end in my turbo ranger with forged pistons. At 5500 RPMs and 16 PSI boost it's making better than 250 HP. It's been doing this for a while with no ill effects so far.

2.3's can take a lot.

when im mashin the dunes mine sitts on the rev limiter all day (6,200 rpm) it has 150,000 miles..and it aint gunna pop anytime soon......i hope lol
