Low fuel pressure

I have a 94 with a 2.3 and 186k miles. I pulled the codes awhile ago and low fuel pressure came up. The truck starts right up but can buck/hesitate at low RPMs. I'm going to start with a new fuel filter. What other things should I look at. I will check the fuel pressure regulator, I'll see if I can borrow a fuel pressure gauge, and then the only thing that comes to my mind is the pump. How robust are the pumps on these trucks because mine does have high mileage? Any other thoughts/input greatly appreciated in advance.
 
My fuel pump went out when my truck only had 70K on it. It has to either be the regulator, filter, or pump. Always check the simplest things first.

I've almost never see fuel pump doing not the right pressure. Habitually when a pump fail they just don't run. First thing to do it's change the filter. Second just put a gage to see the pressure in your system. Your pump should have 70psi or more(just put plier on the return line to test) . Regulated gas pressure should be around 30-40 psi. you can put a vaccum pump to your fuel regulator to see if pressure change when you apply vaccuum.
