I would just grab a whole leaf spring from a JY. Cheap, and you don't have to F around with taking the old one apart. (I hate rusty sh!T) Ha ha
Replacing the wheel cylinder would be best. I would just rebuild the whole brake setup while you're in there. Safety first!!
For the master cylinder, I would go new. Like I said safety first. You never know what kind of condition something like that is in, when it's been sitting/rusting for years.
The wiper motor on the other hand, is something I would get from a JY. Get two of them incase one doesn't work. Grab the wipers too. Your old one could be stripped as well.
Ha ha, the flapping sound could be anything really. Gota love those mysterious sounds! I would start with fixing the mechanical stuff, do a thorough bolt check, and give it a good hour or two of just visual inspection (underneath, in the wheel wells, engine compartment, and all trim)
Hopefully you'll get lucky, and it'll be something simple.
