2.3L ('02-'11) Location of EGR solenoid/ regulator on 2005 2.3

I have been getting a Check Engine code of P0403, the EGR circuit. It seems like this code is usually not a problem with the EGR itself, but could be a problem with the EGR vacuum solenoid/ regulator. I know the EGR is hard to access in this truck. What about the solenoid? I would like to test it and see if that is my problem or if I need to look for something else.
 
the solenoid bolts to the rear of the cylinder head.
the gasses actually go thru the head.

solenoid is the gray thing, valve is the aluminum housing. 2002 engine, same as 2005.
