Also on the odometer setting question.I don't know about other states but Maryland is annal about odometer readings.If you change your speedo you must ,by law,adjust the odometer to the correct mileage.I don't know how they would catch you if you didn't but it is the law
 
in pa when you transfer a title for a vehicle they ask you for the mileage, I don't have mine right infront of me but I'm pretty sure its even printed right on the title. same in maryland? if so I'd be sure there'd be a fun time explaining how there is less miles then on the truck then what the title says lol.
 
There is a REAL obvious solution to the odometer problem.

Keep the original speedometer head; swap it into the new cluster. It's a good bet it will fit just fine if the donor and recipient are the same model year.

It's perfectly legal because it's NOT a speedometer swap. At the end of the day, you have the same one you started with.

No state prohibits odometer swaps. What would you do if your speedometer broke?

But there is usually a formality you have to go through, like a sticker for the door post and/or a checkbox on the title. Really not a big deal (but I'd rather have the original odometer anyway, just to make the maintenance schedule simpler).
