incorrect speedometer

While driving on the freeway the other day, I tested my odometer on the speedometer check part of the freeway, and it came up exactly 1/10 short every mile. In other words, I started the check at 52.5, then a mile later it was 52.4, then 52.3 etc...
Is this fixable by changing out that colored plastic part on the speedo cable ??
