You should take apart the fuel filter and see what happened on the inside.

I'm guessing the PO bought the parts and never put them in. I don't trust receipts worth shit. Always do a full tune up after you buy something, if the part your replacing looks brand new put it back and keep what you have till next time or return it.
Looking at that I just can't see two years, 10 maybe. The fuel filter on my ranger is 3 years old, and still shiny. I live in the heart of the rust belt by the way.
Shop receipts are a little more believable, but I don't trust most shops and always check what they fix. I know shops that I have now blacklisted because they don't change oil filters.
I took my car to a very reputable local shop, ended up going in three more times to have a PCV hose replaced. They kept just replacing ends and splicing, when it had a tear in the middle that I showed them. 3rd time I went in was because the two spliced ends and spliced middle section was ridiculous. Ended up re-doing it myself once I got my hand out of the cast.
