Help with Smog

I got a 1994 Ranger with a 3.0 on a trade. Basically free. Only 101800 miles. It wasn’t running and parked for two years. The electronic distributor gear got shredded. Replaced the whole unit with new cap, timing set to 10. Has a new MAS. Thinking of changing the coil and plugs. But the numbers I’m seeing for why it did not pass seem like a simple spark plug change could not fix this? Advice would be welcomed. No check engine light.

Isn't HC Hydrocarbon? So it's running rich or misfiring?

After putting in the new electronic distributor/cap. It seems to be running smooth and great. So I believe it’s running rich and it’s not misfiring.
 
Odd to be rich with no codes. Any idea how old the O2 sensor is?

I don’t. So this could be the next part I swap out I assume. The check engine only came on for the MAS
 
The time frame on the sensors would work out.. new in 94.. potentially replaced 04.. and then 14.. and now it's time for a fresh set.

Get NTK or Bosch sensors.

Although.. If previous owners didn't change them as frequently as they should of.. and constantly bathed the cats in unburnt fuel thanks to bad sensors.. wouldnt that have an effect on how well it can clean up the exhaust?

Yes.
 
After putting a new sensors and running it on the freeway, would that help burn off the excess gas in the cat or am I unfortunately looking at a new cat?
 
Most likely looking at a new cat. But don't do that until you've driven it for a bit.
There won't be "excess gas" in the cat. Excess gas builds up crap in the cat so it doesnt operate properly. But run it first and see...
