HELP!!! '99 3.0 crank no start

tonight i was bein a dd. dropped my brother off and all of a sudden it sputtered and died. I cant figure it out. anybody have any advice at all???

Start with the basics,

Do you have spark?
Do you have fuel?

Then you can go from there.

sometimes the fuel shut off switch engages for no reason (happend to me in the middle of the road almost got nailed) but it is located underneith your glove box. if thats the problem just push the button in and see if it cranks

Fuel pump relay...

But I agree with above- check for spark check for fuel first to see what you're dealing with.

Is the fuel pump relay the same as the cut off switch around the passenger kick panel?

Nope. Under the hood, power box close to the brake master cylinder. Should be marked inside or outside the cover, can't remember. Don't replace it, just swap it with another one just like it in the box. If that fixes it then replace the one you moved. This is a common problem and sometimes is intermittent.
