having trouble reading from the diagnostic connector

i am having an issue trying to connect to the diagnostic connector when i hook up my scan tool. it keeps saying vehicle not responding when i run the koeo test so it wont retrieve the codes. does anyone know how i can test the connector or somehow resolve this problem?

did you also plug in the small 1 wire connector to your scanner?
 
yes its on my 94 ranger and i plugged in all wires i also tried to clean all connectors and it still says vehicle not responding
 
Check for power to the single wire.

Then check the diag connector fuse.
 
ok so ive done some digging and asked a few people, and although your scanner will work for obd2 and "some" obd1, your truck being a'94 is the obd1, your scanner might not have the right software in it. i would recommend trying to pull the codes the old fashion way, there is a great article about it here: http://www.therangerstation.com/tech_library/OBD_I.html . if that doesnt work then make sure that you have GOOD power and ground to the plug, after that i would say check your harness plugs for corrosion.
 
Or just go pay out the 3K for an NGS...

how do i check for good power and ground what wires do i check? my scanner does work for my truck i called and made sure
