Have a weird powersteering leak on my 2000 ranger

Sowhen my engine is on my power steering wirks just fine but when i have my engine off and turn the wheels (doesn't matter if they are on the ground or raised off the ground) my powersteering fluid will back up into the reservoir and overfill it causing me to lose fluid and somehow sucks air into my steering system. I can't find a leak anywhere cause the fluid will stay filled if I don't turn the tires with the engine off.
 
IDK about your 2000, but that seems normal on my 88. I have a steering gearbox though and your truck should have a rack. IIRC correctly, the rack has line that runs from one side to the other, probably for that very reason.
 
The reservoir has a filter in it for the return line. It's possible it's plugged gunk.
