If you can't go through it or around it, then go over it.
I need a decent budget friendly OBD2 scanner for advanced diagnostics with no update or subscription fees that works with Ford, GM, and Toyota.

Any recommendations? I don’t care if it’s dongle and app that will work with my iPad or a stand alone.

I saw a video on YouTube reviewing budget scanners with no update or subscription fees but for the life of me I can not find the video again. Since I watched it weeks ago I can’t find it in history
 
I use my Vlinker with a USB OTG adapter and Torque pro on Nissans. Fords get Forscan on the laptop with that adapter. I don't think I've ever had occasion to use it on anything else.
 
I have one of the cheap blue OBD II units that are like $8-12 and it works for most things, I've been using Torque Lite for years but just heard that it now has a subscription but there's apparently new free options.
