na those are factory frame holes the coating just wore away there and some surface rust started

That ain't so bad then, looked pretty scary if they were rust holes.

Like others have said, strip it down and get as much of the rust off as you can before you paint it. Once you have it stripped down, brush on some Ospho (rust converter) first, then lay down some paint. It should last a good long time if you do it that way. im using the prep system from por. it looks like a similar product but way to expensive. por has stripper, degreaser and metal prep for less and its made to work with the top coat.

I've used naval jelly to take care of some rust in the past followed with a coat of rustoleum paint in my car's trunk. When I sold it four years later, it was still rust-free.

Just be careful with it since it is primarily phosphoric acid
