It's about the beam pattern.
Fog lights light LOW and close
If they are on with the highbeams there is so much light close to you
that your pupils constrict and that defeats the purpose of having high beams.
SO.. they turn off the fogs with the high beams.
if you want more light get DRIVING lights
Many people use the names "fog" and "driving" interchangeably and
they are VERY different.
