Well, he effectively resigned some time ago for surgery, and it seems he never fully recovered from it. His brother Raul has been running the country.

It remains to be seen if anything will change.

I don't think it's appropriate to call him a bonehead; he stayed in power longer than ANYone else. He may be disagreeable and might not have policies people like (even some of his own people), but it's simplistic to call him stupid. Amoral, perhaps.
