my 99 ranger doesnt like rain at all, the day after a storm when I go to brake the front wheels slow down, but the rear ones lock up and skid, even in low speeds. I doubt this only happens to me. I changed rear brakes 2 weeks ago, but this has happened since March when I bought it.
 
You used bonded brake shoes didn't you? Bonded shoes swell up when it rains and locks up the tires. Riveted brake shoes don't have this problem.
 
i tried both kinds of shoes on my 99 ranger i had the same problem the day i bought it i bought rear ended someone at the redlight because i didnt know
 
Yeah, I've gotten used to braking early, and I always use riveted shoes.
