Im having trouble with my engine not running right. It takes a long time to start. The fuel pump kicks on when the clutch is pressed but shuts off when released. The motor runs rich and blows out alot of smoke. Im currently looking at the eec relay. Im getting constant power of 13 volts from the yellow wire, I get 13 volts from the red/LG wire when ignition is on. The black wire is grounded good. The solid red is getting 2.5 volts when on run. Not sure if that's correct. Can someone help me out with this.

letting out clutch should not kill pump power. if it is cranking or running... that pump should have power

It is cranking and it will run after alot of cranking. As soon as I let the clutch go it shuts off. Im not able to pull any codes either.
 
maybe the 46 is shorted...

or shorted then popped some capacitors...or popped capacitors shorted the 46 or pass thru
 
likely...your relay is bad or the wiring is bad.

the red wire needs battery voltage.

assuming this is an eec4...the eec relay gets supply side battery power, which should be a fat bastard yellow wire....and the other side of that from the battery is supply side power for the fuel pump...and this yellow is tied into the keep alive power for the ecm which should be pin 1..

the eec relay is ignition switched (red/green stripe) to send vehicle power to the ecm pin 57/37 and also the power for the "switch side" of fuel pump relay. the fuel pump relay is ground controlled by the ecm or manually via the data link connector.



2.5 volts is a hell of a voltage drop....shouldnt run at all. but this may be do to the dual outlet that feeds the supply side of the fuel pump relay is janky... i suspect it is corroded and getting intermittent power....and just the load of the trans stalls it. because its not running strong enough because it is strobing power.

or the ecm is janked up and the only ground it has left to run the relay is on the 46...through the 30 and you break that and it shuts off the pump. which is a pcm problem.


manually jumping both relays would be a quick test for this.
