Not sure, actually...you're saying the pedal won't move at all and everything looks normal...go to the back driver's side and undo the cable connector and then see if the pedal moves...if it's still stuck then you need to remove the pedal itself (three bolts that are 10 mm or about 7/16 I think) and work it free...they can get pretty stiff if they seize up...I took mine out because the windshield leaked and the assembly rusted pretty good...
Just clean it up, put some lithium grease or other on the moving joints...but you might want to paint it with rust paint before greasing and installing it...mine works perfectly now and is a nice Ford blue...
Oh...and if the pedal moves after you disconnect the cable then you probably don't have any parking brake left..the cable has seized inside the sheath and needs to be replaced most likely...and probably on both sides...so I hope you want to replace your shoes also because it's a good time to get everything in one shot...
