IMO inspections come in two flavors, safety and environmental. Safety should be exactly that and no more. EG; If you have brake lights and signal lights and running lights, any other lights shouldn't matter. Environmental should be exactly that. If you can make the vehicle run and pass without any egr or cat or ?, then it passes...period.

Exhaust leaks are like roof leaks, too dangerous to go up on a roof when it is raining to fix a leak, when it stops raining there is no leak so nothing to fix.
If exhaust is leaking when engine is running it is way too HOT to fix so it has to cool down, and when exhaust is cold and engine is off it ain't leaking so nothing to fix
Not sure what these inspectors expect, simple logic shows there can be no exhaust leak, ever.
Emergency brake!!!!!
I won't have one in my vehicle, who the heck WANTS an Emergency when driving, I know I don't!
Like a CRASH helmet, who the heck wants to CRASH
When they come up with a NO-emergency brake and a NO-crash helmet I will reconsider, but for now I just have no emergency brake and no crash helmet FOR SAFETY REASONS.
