basically he has printed a shipping label for it, probably through paypal, but that doesnt mean that it has actually shipped.

You got the love the USPS's tracking system. To be very kind, it sucks. Most of the time my package has arrived before it has any information past what you have there. UPS or FedEx is more detailed, accurate, etc. Government run BS vs. private companies...

yeah, I want my "free" healthcare from the goverment... there would be no waste, red tape, forms to fill out, waiting, innefficiency, etc. -everything else they touch works so well, why wouldn't we give the whole system to nancy spackelosi and her band of thieves?
