Well I asked the question and I did not get a response from anyone who had done this, so I went and got so Crown Victoria Police car wheels and mounted them on my 83 Ranger. The wheels are 16in and the tires are 225/60-16. I am not sure of the width of the wheel. From what I have read the offset is -.6in. 
I wanted to maintain the factory look so I pulled the stock ranger center caps and mounted them on the CVPI wheels. I had to drill three holes each and transfer the screw clips, but not hard.
On the truck they fit great. I have turned the wheels lock to lock and no issues. It drives perfectly. So, bottom line is this, yes they fit and fit great. I got all 4 with like new tires for $145 from a local Pick-a-part.
