Cargo lights won't light on '04

So I got a used 3rd brake light with the cargo lights on it and was told that the dimmer switch controls the rear, but when I turn it up all the way only the dome comes on like normal. I checked the owner's manual for a fuse or relay but couldn't find anything. I can always hook it up to a seperate switch but wanted to check if there was anything i'm missing. Thanks.

I'd start with the easy - the bulbs are good? You can remove the unit, turn on the lights as normal and use a volt meter on the connector to see if power is getting that far.

upon closer inspection/disassembly of the third brake light, all bulbs are accounted for, but the additonal wire comming from the switch is absent. guess i'll be doing some wiring this weekend...
