carb adjustment

I was taking apart the carb on my 79 yesterday (351m) thinking the carb is a motorcraft 2150? anyways the choke butterfly piece only opens maybe half way to verticle. but i can move it completely vertical with my fingers, is this normal? if not, how can i fix it?
i know i want 4bbl but funds are not going towards that at the moment

Depends what kind of choke element it uses. If the carb has a black round thing on the side of it then the choke is adjusted by rotating the black thing. If it has a rod that goes to a thingy on the manifold then the adjustment is made by bending the rod.
