If you glue the bead back down with Bead Sealer it has a decent chance at beading up and holding air. If you cut that flap off, its junk.

go get yourself some beadleak, its like black tar, itll pretty much glue it back on. that doesn't look too bad, ive done worse. references: i work at les schwab
