California Emissions Garbage?

My truck is from California, but I live in Washington state. It's a 93 4.0 4x4 5 speed. I do not need to pass any emissions tests where I live, so I was wondering if there is anything I can do or remove from my engine to get better performance/efficiency. (besides punching out the cats, lets keep it legal) I have been told that California cars are often loaded up with emission control stuff that is not needed outside Cal and really hurts performance.

Perhaps its programmed in the computer to run a certain way?

If anyone can clarify this for me I'd really appreciate it.
 
this is true and yet it is not. in many cases California's smog regulations are far more stringent than said state for example Arizona. i am not familiar with Washington emissions laws so i cant go and tell you what you can go around ripping off of your truck. but a good place to start is to gut your "pre"-cat's these are ceramic honey combs that may or may not be in your headers down pipes and so-forth. when the ceramic heats up it maintains a high temperature and causing turbulence to help better burn the fuel not burnt up in ignition. our headers and down pipes do have these emissions equipment you can drill these out and get better flow and cooler exhaust temps and improving the quality of gasses recirculated back into your combustion chamber by the egr. the catalytic converter relies on a electrochemical reaction between the exhaust gases and the platinum in the cat to fuse carbon-monoxide particles into carbon-dioxide if im not mistaken. the egr system while a smog requirement improves mileage so dont mess with that. consider finding some ricer whose selling his super light rims and slapping your tires on it. they will be much less durable but if you consider that every 1 pound of rotating mass equates to roughly 3 pounds of drag on your engine and will be costing miles per gallon it might be worth a shot. some of my friends swear by getting headers for mpg. they came its much more effective than a k and n air filter regardless of whether you feel more power from it. maybe consider an engine swap or porting your heads. i cant say what will work the best for you but i hope this helps
