I have a 1993 Ranger XL it has the factory hitch that is in the bumper frame. What i'm wondering is can i actually tow anything with it safely?

The rating is usually stamped right on the bumper by the ball mount. But generally not very much...

From my 2011 Ranger, yours should be similar but make sure the bumper and mounting structure is in good condition or you might less one bumper and the trailer attached to it.

The optional step bumper is equipped with an integral hitch and requires
only a ball with a 3⁄4 in. (19 mm) shank diameter. The bumper has a
2,000 lb (907 kg) trailer weight and 200 lb (91 kg) tongue weight
capability.

if it happens to be a 2.3 with 3.45 gears/manual transmission, the book actually says “trailer towing not recommended “.

Its Rated as a Class 1 Hitch. 200lb tongue weight, 2,000lb trailer weight. Yes it can tow, but I wouldn't trust it. My aunt and uncle towed the smallest UHAUL trailer behind their Explorer Sport Trac from Georgia to Idaho and by the time they got here the bumper was bent up pretty bad....install a regular receiver hitch that is frame mounted its the proper way to do it anyways. I managed to find a Class 2 receiver hitch at Pick A Part for $30 for my 87 Ranger a couple weeks ago. You can probably find a universal hitch that adjusts to fit multiple vehicles pretty easily, or order a hitch fit to your vehicle at Etrailer.com. Course you'll also need the trailer light wiring harness as well, get one that plugs into the rear light plugs of the truck, don't do that Scotch Lock hack job install crap.
