both o2 heaters dead

hello,
I have a 97 ranger xlt 2.3l and I now have both of my 02 sensor heaters dead.
They are relativly new sensors (<2 years old)

I have checked the sensors with a multimeter (white wires) and:
-both the elements have a resistance of about 3Ω
-vehicle side:
--ground has about 80Ω to chassis
--hot has about 86MΩ to chassis
--with ignition off: voltage floats (no circuit)
--with ignition on: voltage is 0v

All fuses are fine.

I am left to believe the heater relay is the culprit, if there is one. Does anyone know where it's located? My heins (spelling) manual doesn't say much about o2 sensors; and I never received a manual when I purchased the vehicle.

PS, Tonight I took it on the highway, got it nice and hot, and the light went away; I am sure it will be back on in the morning though.

I am not real familiar with o2 sensors other then changing them, but am pretty sure they are fed from the computer so the ecm would probably be the relay, is it possible that maybe the cat is getting to hot and that is what is messing them up? Like I said I am not to familiar with them so hopefully someone who is will chime in and we can both learn some more about it.
 
think you're going to need a wiring diagram to trace this one.
