Ok so I fixed the problem today.
Tuesday and weds I went to the junk yard and pulled a fan switch and the resistor out of good looking newer explorers, and installed them.
The only problem was the wire harness was shot on both parts. Luckily I had gotten the harness for the switch. Unfortunately not for the resistor.
What I did was I used terminals without the harness. In theory that should be fine.
The solution finally after years of Max fan speed was the connection on one of the connectors-----It was corroded. I simply took my dremel tool and cleaned it up good as new!!!!!!! Sweet
