Bit of 5.0 insight ?

It's just the way the EPA does their tests now. People were complaining about how un-realistic the mileage reports so test test were change to reflect more real world results.
This one site has actually gone back and changed to old results to the current standards. They still do not test on anything more than a chassis dyno and adjust for wind resistance.

"In the laboratory, the vehicle's drive wheels are placed on a machine called a dynamometer that simulates the driving environment—much like an exercise bike simulates cycling.

The energy required to move the rollers can be adjusted to account for wind resistance and the vehicle's weight."
