A re-gearing would definitley help your truck FEEL more powerful. It won't add any power though. The underdrive crank pulley has been dyno proven (by the manufaturer) to add 8 hp, and at $200 for the entire 4 piece set, it's a pretty decent bargain. It breaks down to $25 for every hp gained.
The 1.8 roller rockers are supposed to be a very nice upgrade as well. The manufacturer claims hp gains "up to 18hp". When you factor in the $400 cost, it comes out at $22.2/hp gained, which means they're a slightly better deal than the pullies, but they're more expensive up front, and require more work/skill to install.
Both would be nice additions IMO, just depends how much you want to spend, how much you want to gain, and how much work you're willing to do.
I will say, that I love my pullies, and e-fan conversion. They made my 3.0 much more responsive. Plus, they were an easy, bolt-on mod that was done in an afternoon. I'd start there.
