What do I need to do to qualify to post pics ?

You have to be a paid member to attach them anywhere. Anyone can attach pics in the submit tech forum. If it's pics, I'd suggest the gallery. I have it shut off right now looking for a memory leak but I don't think that's what's affecting it.

How do I become a paid member?

Go to 'User CP' up at the top left, then click 'Paid Subscriptions' towards the bottom left. That should get you there.
