a/c kicks on for 2 secsonds, shuts off, then again..


Your compressor is thermostatically controlled... when the air gets cold enough in the evaporator it shuts off and comes back on when it warms up a little. Max simply turns it onto recirculate (I think) and makes it a bit colder, or at least makes it easier to get cold by not sucking in hot air in the summer. No position allows the compressor to run forever unless it just won't get cold enough to trip the thermostat..
 
Yeah, if your compressor ran forever it would blow up (quite literally)... 5-10 secs on and off cycling sounds about right...
 
so is it normal for the pressure to fluctuate from 25psi ac cycle on - 45psi ac cycle off ?
 
Yes. The pressure tries to equalize with the high pressure side when it isn't running, which brings the low side pressure up. When it clicks on the pressure should drop. The pressures are directly affected by the outside air temperature, so even though your numbers sound a tiny bit low to me, they are probably normal for winter time.
