On the 95-97 2.3's you need to line up the "DIAMONDS" at 12:00 o'clock on both the camshaft and oil pump pulleys. The crankshaft keyway should be at 12:00 o'clock also. Changing the tensioner is a good idea and cheap insurance to boot.
The easiest way is to tighten the tensioner bolt while the tensioner is out of the way (belt fully loosened), then you can install the new belt with the timing marks aligned. Then...........slowly loosen the tensioner bolt you tightened to hold it from putting tension on the belt and make sure your marks are lined up. IF they are still lined up, then turn your engine over BY HAND a couple of revolutions to make sure the marks are still lined up.
If they are then go ahead and tighten BOTH tensioner bolts. The one going through the spring (17mm), and the one threaded into the head (13mm).
