95 ranger OBDI or OBDII?

my ranger just gave me a check engine light, i always thought obdII started in 96 but from what i read some 95's went to obdII.

Mine has the 16 pin obdII(?) port under the removable cover under the dash

sorry for the crappy pic, but it has pins in 2,4,5,7,10,13 & 16

so i think its obdII but when i was searching i found this this
"If your vehicle has this style connector, but doesn't have these pins populated, you probably have a pre-OBDII vehicle. To add some confusion, even having the connector with the contacts shown above is not a guarantee of OBD II compliance. This style connector has been seen on some pre-1996 vehicles which were not OBD II compliant."

i also read that on 95's you can only pull ABS codes from that port and its not a true obdII.

is there anyway to determine which system i have?
 
Funny that you ask, I'd always thought RBV's made the switch for the 95 MY. After looking at a '95 Eddie Bauer Explorer a couple of weeks ago that had the standard OBD-I diagnostic port under the hood, I'm no longer sure what the deal is. AllanD would be a great resource for this question.
 
i was going to send him a pm but i dont want to bother him and im sure he will probably see this thread and hopefully chime in.
 
The Ranger went to OBD-II in 1995.

That's what I thought, but based on the Explorer I referred to above, there's more to the story than that. This was a second gen (95-01) truck with the EEC-IV/OBD-1 test port.
 
it was obdII, its throwing a p1443 code. the hoses around the canister look fine, not brittle and no obvious cracks. i just disconnected the batt to see if it goes away before i start replacing things
 
The I've never seen a '95-up with a 60pin computer, though I'm told the 100-and however many pin connectors are not all created equally as my brother has often refered to the '95's as EEC4-2/3
