ISSUE 93 4.0 maf sensors ground sensor wire is giving me 5.5v is my ecu fried?

So I have been having a rough idles that's gotten much worse and after investigating for awhile I found that my sensor ground on the maf plug side is reading out 5.5v instead of the 100mv thats it a supposed to can anyone help me diagnose thanks!
 
5.5 should be about the voltage going to the sensor from the PCM. (Actually 5 but 5.5 should be ok.)

Are you sure you're measuring correctly and not touching another pin?

On a related note, I had a 92 2.3 with MAF over AND under does at the same time. It wouldn't idle very well. Replaced the MAF and never another issue.
