91 4.0 weird fuel problem

I own a 1991 Mazda Navajo w/4.0 and 5 speed tranny. Yesterday I couldn't get it to start. It just turns over but will not fire. The first thing that I noticed was that when you turn the key to the on position the fuel pump primes, well that's normal right? The problem is that it will not quit priming, it just keeps running with the key in the on position. So, whats the deal on that? I checked other things, spark is good, getting air, etc. I can't smell gas so I sprayed starter fluid in the throttle body and she fired right up until it burned all of the fluid up. So it's definitely a fuel problem. Can anyone help me out here. All sugestions are greatly appreciated. Thanks.
 
Check the vacuum hose running to the fuel pressure regulator to ensure it is intact. Remove the hose and check that there is no gas leaking out of the regulator. If there is, it needs replaced. Secondly, check the fuel pressure to ensure it is to spec.
