3.0 starter problem

hey guys,have a 94 ranger and when i try 2 start it all it does is wizz . it kicks in but wont stay, starter only spins. and does this have a solenoid on the starter ? parts place say it does , then what is this on my iner finder with bat. cable on it ? looks like a ford solenoid 2 me or is it just a relay ? thanks.
