2008 Ranger manual RPM's don't come down smoothly

Hey guys, I’m having a bit of an issue with my Ranger. When I let off the throttle, the RPMs don’t drop smooth they kind of hang and fall weird. I've cleaned the IAC, MAF, throttle body and lubed the throttle cable all resulting in the same choppy deceleration. Could this be injector related or what would you guys recommend I try next?
 
Sticky PCV valve? Vacuum leak? Not much to go om there.
 
Doubtful it's injectors.

Once the idle drops... does it ever jump back up or hunt for a stable place to be?

No, once the idle drops it maintains a steady 650-750rpm when warm. I've looked pretty hard for a vacuum leak and have been unable to find anything.
