2002 B3000 Horn wont work!!

Frustrating for sure! Checked fuse, can hear the relay clicking when i push the horn...but nothing. Funny part is i tried to jump the horns directly and no sound either, but no voltage at the horn plug...wierd.
any help?????

Got some jumper wires? Hook the horn plug to a headlight and hit the button. If the light lights up you need a horn.
