2000 Ford Ranger XLT 4x4 Brake Problems

Hello, I Have been having some issues where my right rear brake has been locking up when the brakes are cold and i'm not too sure what the problem is. When I was replacing my EGR valve, I noticed that a hose that goes from the intake manifold is in really bad condition and seems to be on the verge of breaking. This hose seems to go into the lower part of the braking system. I think it might be a brake booster line, but i'm not sure. Here are some pictures of the hose and were it goes:

i would replace the vacuum hose regardless,if you still have the same problem,pull the r rear drum(assuming you have drum brakes)and clean and adjust if needed,also inspect for wear and damaged components

I had the same problem

My rear brakes were locking up real bad when I would try to stop, especially if it was wet out. Took me too long to figure it out.
Disassemble the brakes. When you remove the shoe that is attached to the E brake Actuator note how stiff the actuator movement is, it doesn't take much rust between the two surfaces to keep the pad from fully releasing from the E brake position.
Take the actuator and the brake pad apart and clean the mating surfaces real good with brake cleaner and some steel wool. Put a little grease on the pin and the mating surfaces as well.

I know it sounds stupid. But that ended up being my problem.
