1994 gauge lights dont work

My gauge panel lights dont work on my 1994 ranger. I removed the instrument cluster and tested all the bulbs, they are all still good, the cluster just isnt getting power to illuminate them. Fuse is good in fusebox and I replaced the rheostat/light switch on the truck and still no gauge lights. all the gauges work fine on the panel.

I'm stumped any suggestions?

WEll the panel was getting power upon testing so i decided to yank 4 of the bulbs and wired in 4 leds separate of the cluster power source and hooked it up to the dimmer switch and voila!! instant dash lights.
